  11.      QUESTION:  What is the difference between traffic and information
  12. via the RACES?
  13.  
  14.      REPLY:  Traffic is formal message traffic between two or more
  15. points.  It is usually delivered to an addressee in a printed or written
  16. record form.  Information, on the other hand, is in the form of informal
  17. and second-hand reports, observations, and intercepts that may be of
  18. interest or value to the officials involved with the incident.  Much can be
  19. learned by assigning operators to listening for information, writing it
